New Delhi: India and Japan have launched an Operational Manual for their Joint Crediting Mechanism (JCM), marking a key step towards implementing bilateral cooperation on low-carbon technologies and climate action.
Japanese Ambassador to India Keiichi Ono and then MoEFCC Secretary Tanmay Kumar jointly launched the manual in New Delhi on September 30, 2026.
The India-Japan JCM seeks to promote the deployment of advanced low-carbon technologies, mobilise climate finance and facilitate technology cooperation while supporting high-integrity emission reductions and removals in India.
The mechanism is also aimed at contributing to sustainable development and strengthening transparency and confidence in international carbon markets.

The launch follows the signing of the Memorandum of Cooperation between India and Japan on August 7, 2025, and the adoption of the Rules of Implementation on June 8, 2026.
The operational manual provides a procedural framework for implementing JCM activities under Article 6.2 of the Paris Agreement. It covers the project cycle from submission of a Project Idea Note to the issuance and authorisation of JCM credits.
The development marks a shift from institutional preparation towards implementation of the bilateral carbon-crediting mechanism.
