Jaipur, July 22 (IANS) The Jaipur Municipal Corporation (JMC) has made registration of all pet dogs and cats mandatory and announced that owners who fail to register their pets by September 30 will face a penalty of up to Rs 5,000.
The civic body has provided a two-month grace period to enable residents to complete the registration process.
Municipal Corporation Commissioner Om Kasera said the initiative aims to make Jaipur rabies-free, strengthen pet welfare, and create a comprehensive database of pet animals in the city.
“Maintaining records of every pet’s vaccination and health status will help prevent serious diseases such as rabies while promoting responsible pet ownership,” Kasera said.
The Jaipur Municipal Corporation will also organise the city’s largest Pet Carnival on August 2, coinciding with Friendship Day. The event will offer on-the-spot pet registration, free anti-rabies vaccination, veterinary health check-ups, and pet adoption services, providing pet owners with a one-stop platform for essential animal care and compliance.
Under the new rules, every pet dog and cat must receive its first anti-rabies vaccination at the age of three months, followed by annual vaccinations thereafter. The vaccination status will form an integral part of the pet registration records maintained by the Corporation.
The Commissioner emphasised that the initiative is intended to improve public health and animal welfare rather than impose penalties, urging citizens to register their pets within the stipulated deadline. The Corporation has also introduced new compliance requirements for pet shops, dog and cat breeders, and kennel operators.
Under the revised regulations, registration with the Animal Welfare Board of India (AWBI) is mandatory; every dog or cat must be registered with the Municipal Corporation before being sold or transferred to a new owner.
In the case of puppies or kittens below three months of age, buyers must submit an affidavit confirming that the animal will receive its anti-rabies vaccination at the prescribed age.
Pet businesses are also required to submit records of all animals bought and sold to the Municipal Corporation every three months. The registration fee has been fixed at Rs 1,000 plus GST, while the annual renewal fee will be Rs 500 plus GST.
Pet owners who fail to register their animals after September 30 will be liable to pay a fine of up to Rs 5,000. Additional violations of the rules may attract a Rs 2,000 penalty.
The Corporation has also fixed a daily maintenance charge of Rs 100 for dogs impounded by civic authorities. The Municipal Corporation said the new measures are expected to improve disease control, enhance pet welfare, and establish a more systematic framework for managing companion animals across Jaipur.
