Delhi CM Rekha Gupta directs hi-tech reforms in sub-registrar offices

New Delhi, May 23 (IANS) The Delhi government is set to overhaul the city’s property registration system, with Chief Minister Rekha Gupta pushing for tech-driven reforms across all sub-registrar offices, an official said on Saturday.

The Chief Minister’s aim is to transform the way these offices function so that citizens registering property no longer have to deal with delays, corruption, middlemen or unnecessary hassles, the official said in a statement.

“The Delhi government plans to turn registrar offices into modern, transparent, technology-enabled and citizen-centric service centres, modelled on the efficiency and time-bound service delivery seen at Passport Seva Kendras,” it said.

According to the Chief Minister Gupta, Delhi intends to create one of the most advanced property registration systems in the country under this initiative.

To take the proposal forward, the Chief Minister recently held a special meeting with senior officials of the concerned department.

Several companies also made presentations during the discussion, showcasing how technology-driven systems, trained staff and integrated digital services have helped some states deliver faster, more transparent and hassle-free public services.

Chief Minister Gupta said citizens visiting Sub-Registrar offices deserve dignified, transparent and time-bound services.

“With that objective, the Delhi government is working on a model designed to eliminate long queues, disorder, technical bottlenecks and unnecessary intervention in the registration process,” she added.

“Under the proposed framework, registrar offices will offer a professional service experience comparable to that of airports and Passport Seva Kendras,” she said.

Facilities planned at these centres include air-conditioned waiting lounges, help desks, digital assistance counters, trained staff, drinking water facilities, clean washrooms, smart token systems and real-time application tracking.

“The Delhi government’s goal is to ensure that people do not have to make repeated visits for registration-related work and that most procedures are completed through streamlined, technology-enabled processes,” Chief Minister Gupta said.

According to the Chief Minister, the new-generation offices will feature modern infrastructure supported by advanced hardware and regularly updated software systems.

“Online appointment booking, pre-verification services, live application tracking and smart token management are expected to reduce waiting times and improve transparency,” CM Gupta said.

Keeping future requirements in mind, the Delhi government also plans to introduce advanced security and verification mechanisms. These will include AI-powered facial recognition for identity verification, background checks and blockchain-backed record security.

“Modern technologies such as digital record management, geo-fencing and secure data integration will be used to make property records tamper-proof, curb fraud and reduce disputes,” she added.

The Chief Minister clarified that while private partners may assist in establishing and operating premium model registrar centres, all statutory powers and final decision-making authority will remain exclusively with government officials.

The Chief Minister said that experienced and established companies would be selected through a transparent process for the project.

She added that reducing the burden on existing Sub-Registrar offices would allow government officials to focus more effectively on core administrative responsibilities.

The new system is also expected to eliminate the influence of middlemen and touts, while addressing issues such as revenue leakage, incorrect property valuation, difficulties in tracking pending documents and the risk of fraudulent paperwork.
