Chandigarh, April 27 (IANS) The Haryana government, during the one-day special session of the legislative Assembly on Monday, took a major step in the interest of employees by passing the Haryana Clerical Services (Recruitment and Conditions of Service) Bill, 2026, in the absence of the main Opposition Congress.
The Bill, presented by Chief Minister Nayab Singh Saini, was approved by the House.
Speaking in the Assembly, CM Saini said the Bill would make the promotion process for Group D (Class IV) employees simpler, faster, and more transparent. He said in 2018, through the Haryana Group D Employees (Recruitment and Conditions of Service) Act, 2018, a common cadre system was implemented for Group D employees, which enabled equal promotion opportunities for Class IV employees in the field cadre.
He explained that earlier, due to limited posts, only a small number of employees could get a promotion. Additionally, promotion opportunities were restricted within individual departments, which hindered employees’ career growth. Under the new Bill, the promotion quota of Group D employees to clerical posts has been increased from 20 per cent to 30 per cent, allowing a larger number of employees to be promoted.
The Chief Minister said that earlier, in many departments, employees had to wait 10 to 15 years for promotion. With the introduction of the common cadre system, increased promotion quota and reduced service period requirements, the promotion process will now be faster and more time-bound, benefiting a larger number of employees.
Chief Minister Saini expressed confidence that this Bill will protect employees’ interests while further strengthening the administrative system.
He said that if the Opposition had been present in the House during the discussion on this important Bill, a broader consensus in the interest of state employees could have been achieved. Nevertheless, the government remains committed to the welfare of employees, the CM added.
